Mendoza is a Province in the Cuyo region of Argentina and is the heart of the Argentine wine region, famous for its Malbecs and other red wines.

After the 1861 earthquake , the city was affected by major epidemics of diphtheria, cholera, and measles, which meant a major health conflict that required an urgent solution, which is why in the process of rebuilding the new post-earthquake city the then Minister of Works and Public Services Emilio Civit decides to promote Law No. 3 to populate the west through afforestation that would also serve as an alluvial defense and for the location of a new penitentiary. Finally, on November 6 , 1896 , Law No. 19 was issued as the regulations for the creation of Parque del Oeste, the original name of the current General San Martín. That same year, the French architect and landscaper Carlos Thays was hired. , responsible for other important Argentine parks such as Parque 9 de Julio , Parque Sarmiento and Parque Nahuel Huapi .
